You can turn on mod_rewrite with an .htaccess file. For example, if you have a section of your site at www.yoursite.com/pub/ and want to make a rewrite rule in there, you would go into your /htdocs/www/pub directory and create an .htaccess file that had the following:

RewriteEngine on
RewriteRule ^file(.*)\.html$ /pub/file.phtml?id=$1

That would make it so that all requests for www.yoursite.com/pub/file123.html would actually request www.yoursite.com/pub/file.phtml?id=123

This is a good way to make search spiders index dynamic content.
